LIBER (Ligue des Bibliothèques Européennes de Recherche / Association of European Research Libraries) published between 1971 and 1990 its Bulletin (ISSN: 0304-0224). In 1991 this was replaced by a new periodical publication: European Research Libraries Cooperation: ERLC; the LIBER Quarterly (ISSN: 1018-0826) and starting with its 8th volume in 1998 its name simply became LIBER Quarterly (p-ISSN: 1435-5205). It became an online journal in 2003 and Open Access in 2008.

Since LIBER Quarterly is now an electronic publication, its ISSN is 2213-056X.
Starting with volume 22 (2012) a new Editorial Board has been installed and a strict peer review has been applied to this journal. Articles of a descriptive or communicative nature can be submitted to the on-line Resource center of the LIBER website, whereas LIBER Quarterly is restricted to innovative contributions based on good research or on a systematic approach, with a special emphasis on collaborative initiatives and library cooperation within Europe.
